In this article, we address the social vulnerability of people to climate mitigation policies and contribute assessing impacts by introducing a matrix tool for conducting assessments participatory policy planning. The serves as methodological identifying groups in their spaces. First, lay foundation linking equality justice, demonstrating importance addressing design research.
